SUBJECT: Retirement credit points

1. Purpose. This memorandum contains instructions for processing requests for retirement credit points.

2. Cancellation. NPRC 1865.84B and fig. 2-6 of NPRC 1865.107 are canceled.

3. Reason for revision. This memorandum is revised to clarify instructions regarding requests from current reservists, incorporate instructions for Records Reconstruction Branch, and update references to forms.

4. Applicability. The provisions of this memorandum are applicable to personnel in correspondence operations.

5. Instructions. The instructions for handling requests for retirement credit points are contained in the Attachment.

6. Forms. This memorandum provides for the use of the following forms:

RETIREMENT CREDIT POINTS

1. Background. Retirement credit points are earned by members of reserve components. These points accrue toward retirement and are used to determine retention in the reserves or eligibility for promotion. Until June 30, 1949, all members on active reserve were awarded a maximum of 50 points for each year of membership. Beginning July 1, 1949, members could earn additional credit points by active participation in various reserve programs, including active duty reserve training, unit training assemblies, drill training periods, instruction sessions, military flying duty, correspondence courses, and other duties or training activities. Most requests are submitted by military reserve units or state offices of the Adjutant General of the National Guard when the data is necessary to update or reconstruct retirement point records for members of the military service departments. Requests are also received from individuals interested in obtaining their retirement credit points.

2. Requests involving service for an active reservist. If the person is currently a member of a reserve unit, some or all of the retirement credit points may be on file with that unit. Review the inquiry to see what years are being requested. In accordance with the instructions below, furnish available information pertaining to the year(s) being requested. If the inquiry pertains to recent periods not documented in the record, advise the requester to contact the commanding officer of that unit.

3. Requests involving service before July 1, 1949. Furnish a complete statement of service, including all active and inactive periods of service. (See the latest revision of NPRC 1865.60, Requests for Verification or Statement of Service.) Short tours of active duty/ACDUTRA must be supported by official documentation. Some examples of source documents that can be used to verify active duty are: service record (book); qualifications record; orders; efficiency reports; performance reports; and training reports.

4. Requests involving service after June 30, 1949. Furnish photocopies of the appropriate point record forms or cards to document all periods requested. The following forms contain credit point information.

     a. Air Force.

(1)  AF Form 712, Air Reserve Forces Retirement Credit Summary (see fig. 1).

(2)  AF Form 1383 and 1383a, Annual Statement of Credits (see fig. 2).

(3)  AF Form 190, Reserve Personnel Record Card for Retention, Promotion, and Retirement (fig. 3). One point equals one day of active military service or one point is computed for each day of active duty for training.

(4)  NGB Form 23, Retirement Credits Record (see fig. 4).

(5) AF Form 526, ANG USAF Point Credit Summary (see fig. 5). On forms used from 1972-74, that contain an alphabetical character on page 1 and a numeric character on page 2, code "A" or "1" is creditable. On forms used from 1975-78, that show five numeric characters (codes 1 through 5), only code "1" is creditable. On forms used from 1979 and later that show nine numeric characters (codes 1 through 9), only codes "1 though 5" are creditable.

NOTE: Check the summary and statement sheets for the total active duty points received during the subject year(s). If codes 1 through 5 are used, the totals should balance.

     b. Army.
(1) NGB Form 23 (see fig. 4).

(8) ECI (extension courses).

     c. Coast Guard.
(1) CG 3034, Point Card (Reserve)(see fig. 13).

(2) CG 4175, Coast Guard Reserve Annual or Terminal Statement of Retirement Points (see fig. 14).

     d.Marine Corps. NAVMC 798, Reserve Retirement Credit Report (see fig. 15).

     e. Navy. NAVPERS 601-11 (Page 11), Record of Naval Reserve Service (see fig. 16).

5. Complete information not available. The technician shall carefully review the record to determine if the information is available. When the record does not contain credit point forms that document the entire requested period of service, follow the instructions as shown below.

EXCEPTION: See par. 2 if the years requested are recent AND current membership in a reserve unit is indicated.

     a. Army Reference Branch. Only members of the Active Standby Reserve and the Ready Reserve (except ROTC Control Group members) are authorized retirement credit points. If the individual was a member of an authorized group, forward the request and record to ARPERCEN, ARPC-SFR, using NA Form 13008, Loan or Transfer of Records. Notify the requester of the referral by using NA Form 13053, NPRC Acknowledgement/Referral.

     b. Records Reconstruction Branch. Prepare NA Form 13041, Statement of Service, furnishing verification of periods of service that can be reconstructed from alternate sources. Check the "fire" paragraph and request dates and units of active Reserve assignments. If the dates and units of assignments are furnished, see subpars. below.

(1) Army service. Send request and record to ARPC-SFR using NA Form 13008. Notify requester of referral action using NA Form 13053.

(2) Air Force service. Request OR search using NA Form 13105, NPRC Search Request and Reply. Provide AF Reserve Units and request verification of active duty for training periods. If the OR search is negative or results do not account for all periods, send the requester NA Form 13041, checking "fire" and "regrets" paragraphs.


     c. Air Force Reference Branch.

(1) Ineligible units. Credit points were not earned if the individual was assigned to:
Inactive Reserve Section (IRS) before 1/1/53;

Inactive Air Reserve (IAR) before 1/1/53;

Ineligible Reserve Section (IRS) on or after 1/1/53;

Inactive Status List Reserve Section (ISLRS) on or after 1/1/53; or

Retired Reserve Section (RRS).

(2) Credit point forms and reserve orders. If the individual was eligible for credit points and the credit point forms in the record do not document the entire period of service, furnish photocopies of all available credit point forms and reserve orders that document "assignment" and "relieved from assignment" dates for all periods not covered by the credit point forms. If extended active duty is involved, furnish a copy of the separation document.

(3) Forwarding request for response. If the credit point forms and reserve orders do not cover the entire amount of requested service, send the inquiry and record to:

Notify the requester of the referral by using NA Form 13053.
     c. Navy Reference Branch.
(1) Navy officers. If no credit point forms are in the record, or if credit point forms do not cover all requested periods of service, send the request and record to the Bureau of Naval Personnel (313D). Notify the requester of the referral by using NA Form 13053.

(2) Navy enlisted and all Marine Corps and Coast Guard personnel. If credit point forms are not found in the record, and there is an indication that the service member was in the inactive reserve, furnish a statement of service or copies of the record pages to verify service. The statement "No reserve participation indicated," should be added. When the record indicates that the service member was assigned to an active unit but there are no credit point forms in file or the form is incomplete, loan the record with the request to the appropriate office using NA Form 13008. Notify the requester of the referral using NA Form 13053. All loans and transfers should be routed through the appropriate Liaison Officers.

6. NPRC responsibility. NPRC is responsible for reporting information that is contained in the military record. Do not attempt to convert any information in the record into quantities of retirement credit points. That task is the responsibility of the military service departments.
